22 Elgin playgrounds exceed their recommended 15-year life span, but city has no money to replace them, official says

Twenty-two of Elgin’s 46 playgrounds are anywhere from 20 to 30 years old — many far beyond their recommended 15-year life span — but the city would need to spend about $7 million to replace them all, Superintendent of Parks and Facilities Greg Hulke.
