All Indiana Dunes National Park beaches, the Indiana American water plant in Ogden Dunes and the steel mill were shut starting Sunday as precaution after witnesses saw an “orange” or “rusty” substance coming out of an outfall into Burns Waterway, a Lake Michigan tributary.
